Waipawa is the oldest inland town in Hawke's Bay, founded on the banks of the Waipawa River in 1860 and briefly named Abbottsford before settlers settled on its Māori name. As one of the colony's first inland settlements it became an early administrative centre, and the west side of its main street still carries 19th and early-20th-century shopfronts, including some Art Deco. Today it is the administrative seat of Central Hawke's Bay, working in tandem with neighbouring Waipukurau.
